With the third wave of Covid-19 already decreed by the National Government, new requirements for entry into the country have been established and new gauging measures are in force.

By order of the Peruvian Government, within the framework of the Covid-19 outbreak, travel requirements for air transport passengers were updated by means of D.S. No. 179-2021-PCM, published on the night of January 5.

Requirements for domestic flights

As of December 10, all air passengers over 18 years of age traveling within the national territory must wear a KN95 mask or, failing that, a 3-fold surgical mask together with a cloth mask and provide proof of a full dose of vaccination in Peru or abroad. In the absence of proof of full doses of Covid-19 vaccine, passengers must show negative results of a PCR test no older than 48 hours prior to boarding their flight.

International flights: new requirements

Likewise, in the case of passengers over 12 years of age coming from international destinations, they must prove they have completed their vaccination 14 days prior to boarding at their point of departure, or, failing that, a negative molecular test with a result date no more than 72 hours prior to boarding. The entry of non-resident passengers from South Africa and Botswana or who have made a stopover in those countries within the last 14 days is suspended until January 16, 2022. The only requirement for the entry of passengers under 12 years of age, nationals or foreigners, is not to present any symptoms of Covid-19. Likewise, 72 hours prior to the flight, travelers will have to sign the Health affidavit and geolocation authorization.

Tumbes and Tacna, what entry requirements will there be at the borders with Chile and Ecuador?

According to Supreme Decree No. 174-2021-PCM, published in the Official Gazette El Peruano, which confirmed the opening of borders with Chile and Ecuador, travelers arriving from those countries must accredit, physically or digitally, that they have completed vaccination or present a molecular test (PCR) with negative result of Covid-19, obtained within 72 hours before entering Peru. Those over 18 years of age who wish to enter the country must prove, physically or digitally, that they have completed their vaccination schedule in Peru and/or abroad. In case of not having the complete scheme, or not being able to prove it, entry will be allowed if they prove to have a negative molecular test (PCR), whose result was obtained within 72 hours before entering Peru. Those persons who show symptoms upon entering the national territory enter into compulsory isolation, according to regulations on the matter, specifies the legal norm.

Update on Peru\’s borders with Colombia, Brazil and Bolivia

Supreme Decree Nº 174-2021-PCM states that land borders with Colombia, Brazil and Bolivia will remain closed and the entry of travelers from South Africa was restricted until December 12.

Airports: new rules for domestic and international passengers

The Government published new guidelines to prevent Covid-19 infection in air transport. The document, called Sectorial guidelines for the prevention of Covid-19 in the provision of air transport services for passengers and cargo, provides for the following measures and requirements to be complied with:

  • Physical distance of 1 meter at air terminals.
  • Adequate use of respiratory protection (use of double mask or mask with high filtration capacity such as N95, KN95, FFP2 and KF94) during the flight and the stay at the airport. This does not apply to children under two years of age.
  • Also, all passengers must complete the Health Affidavit and Geolocation Authorization online within 72 hours prior to boarding.

In the case of international flights, the following additional requirements are established:

All travelers aged 12 years and older shall present before boarding the aircraft their COVID-19 vaccination card with the full dose up to 14 days prior to the flight. Otherwise, they must present a negative molecular test issued up to 72 hours prior to boarding. Children under 12 years of age are only required to be asymptomatic to board. The main actions to be taken by airline operators and airlines include placing markings on the floor to identify passenger waiting positions in the air terminal, maintaining adequate ventilation in air terminals, and disinfecting airplane and air terminal environments.
